1. SR – 1 No. Monitoring & Evaluation Officer.

Job Description:

NCPI+ seeks M&E Officer for a proposed GFATM-supported Project AHANA, a 39-month initiative in Public and Private sector programs for Prevention of Parent to Child Transmission (PPTCT). Project AHANA will be implemented in coordination with National AIDS Control Organization (NACO), National Health Mission (NHM) and respective State AIDS Control Societies (SACS).

 

Location: Based in Aswan/Shillong and responsible for Meghalaya and Mizoram states

 Position Summary:
The position demands the program implementation and technical knowledge on HIV/AIDS and PPTCT, with a minimum of 3-4 years of relevant working experience. The key responsibilities of the position are, S/he will be required to manage the program data collected/ entered by program officers (PO) /reporting units, conduct data cleaning, conduct on-site data quality audits, data analysis, manage the data storage and preparation of monthly/ quarterly M&E reports, preparation of presentations, provide feedback and guidance on program data to Program Manager (PM), Medical Manager (MM) and Program Officer (PO), as well as provide all other necessary assistance related to program monitoring or program management at the state level.

 

Roles and responsibilities:

  • M&E officer will work directly under the guidance of M&E coordinator of Principal Recipient.
  • M&E officer will support the implementation of M & E plans of the project in all the assigned states.
  • M&E officer will ensure timely submission of Monthly and Quarterly report to PR M&E
  • Initiate necessary action for the district where chronic reporting issue countered.
  • Each district should receive feedback on the reports (programme and quality) in a quarter.
  • Feedback with suitable analysis to the district where there is programme gap (screening/linkage or any other) is must in written form with a copy to PM-SR and SPM-PR.
  • Collection and analysis of data from the field and ensure the quality and authenticity of the data.
  • M&E officer will analyze, identify the programme reporting gap and develop a dashboard to inform PM-SR and PM-PR so that they can take corrective actions.
  • M&E officer will prepare the key dashboard developed in discussion with SACS, PR and SR and submits to SACS and other state level stakeholder on monthly basis.
  • M&E officer will submit the monthly report to SACS on monthly basis.
  • M&E officer will carry out the analysis of programme data on monthly and quarterly basis under the guidance of PR- M&E and share the feedback to programme teams for taking effective actions.
  • M&E officer to carry out data quality assurance based on the guideline prepared by PR M&E.
  • M&E officer will carry out the data quality assurance visit under the guidance of PR M&E.
  • M&E to ensure that each district has a mechanism to review the RCH register, MCP card and SC level HMIS report on regular basis for HIV reporting.
  • M&E officer to support SACS and NHM M&E division for better and quality implementation under the guidance of PR M&E.
  • Close coordination with HMIS division at NHM and M&E division at SACS to ensure for better quality data and reporting.
  • To do periodic site visits for monitoring of project records
  • M&E to analyze the capacity building need of NHM, SACS and AHANA regarding data collection, storage, quality and reporting and support PM-SR to develop suitable plan to address the same.
  • In consultation with the Project Manager, represent SR in appropriate district level forums
  • M&E to prepare a dash board report to circulate to stakeholder
  • M&E officer would prepare the monthly workplan and submit it to PR M&E
  • M&E officer would be responsible for meeting M&E Donor Compliance under the guidance of PR M&E.

 

Educational qualifications and skill required for the position:
The candidate must have a graduation degree or higher qualification in Economics, Statistics, Population Studies (Demography), Social work with experience in M&E work, or public health

  • At least 3 to 4 years’ experience of programme monitoring and evaluation in health or development sectors.
  • Experience of working in HIV prevention, care, support and treatment programmes, and experience working in Prevention of Parent to Child Transmission (PPTCT) / TB program is an added value
  • Working experience and knowledge on analytical software packages (like MS Excel, Access, and SPSS)
  • Strong analytical skills and facilitation skills
  • Excellent analytical, writing and verbal communication skills (both English and Hindi or local language).
  • Strong commitment to HIV/AIDS and sexual, reproductive health and rights.
  • Good command over English and Hindi or local language (written and spoken).
  • Proficiency in computer usage (including Microsoft Office software and internet).
  • Ability to work independently and as a team player in a complex, multicultural environment, with demonstrated leadership, communication, networking and presentation capabilities.
  • Willingness to travel extensively (15-20 days in a month) in the allocated state (s)

Remuneration: 4.2 lakhs per annum .


2. SR – 2 Nos. State Project Officer (SPO) for Nagaland & Assam states

Job Description:

Sub Recipient (SR) – State Project Officer- Nagaland State (SPO-Nagaland) based in Nagaland state and State Project Officer- Assam State (SPO-Assam) based in Assam.

SR PM will be located in one of the assigned states and have to take care of the other state remotely through planned project monitoring visits. To address the situation the SPO position has been created in those states where the PM not located/based.

State Project Officer would be responsible

  • Regular linkage with SACS and NHM
  • With support and guidance from SR Project Manager, in close coordination with PR Regional Manager, M&E Coordinator and Finance Coordinator will be responsible for implementation of Project Ahana in the state assigned
  • With support from SR Project Manager and PR, facilitate a transition plan (when Ahana phases out) for the state assigned with District Administration and SACS.
  • In coordination with PR Program Team and support of SR Program Manager, the SPO will revisit the mapping of all private health services, assessment and identify the private health facilities providing maternal health services in the assigned state
  • With support from SR Program Manager will guide the POs to assess the mapped private health facilities (whether providing maternal health services or not) and then post assessment engage them as per the guidelines of NACO, in the assigned state
  • Provide support to SPO, PO on formulation/orientation of District EMTCT committee and ensure regular meeting to carry forward the EMTCT agenda
  • Provide support to SPO and PO in creation of support groups and orient them to help the FLWs in providing PPTCT cascade of services
  • Provide programmatic guidance to Outreach team (PO and FLW) and ensure completion of the project activities on time
    1. Orientation of selected school going adolescents on HIV & PPTCT
    2. Orientation of RRE clubs, Adolescent Health Counsellors and other important district level stakeholders
    3. Mapping of the family planning centres and linking PPWs with the same
    4. Formation of District EMTCT Committee and orientation of the same on EMTCT mandate
    5. Regularising monthly ART and SAICTC meeting (physical/virtual)
    6. Support outreach team in creation of support groups for PPW
  • Ensure timely program reporting as per the guidelines to the PR for the assigned state
  • Ensure timely submission financial utilisation certificate to SR Project Manager for the assigned state.
  • All other work as decided by CFO and SR PM

 

Educational qualifications and skill required for the position:
The ideal candidates must be Graduate /post graduates in social work / social sciences/ management with an experience of at least 3-5 years in HIV/AIDS counselling, prevention, care, support, treatment services and mentoring.

  • Excellent written and oral communication skills in English, regional & Local language
  • Proficient in use of computers (EXCEL, MS WORD, PPT etc.) and internet applications
  • Counselling and mentorship skills
  • Analytical and documentation skills
  • Should be based at the districts allotted, for work in the respective zones
  • Willing to travel extensively (15-20 days in a month) in districts

3. 1 SR Project Officer Assam State (PO- Assam)

Job Description:

The position requires program implementation experience and technical knowledge on HIV/ AIDS and PPTCT, with a minimum of 3-4 years of relevant working experience. The key responsibilities of the officers are to help public and private hospitals plan and implement ICTC/PPTCT programming in assigned districts and provide technical support to the facilities.

Location: The selected candidate will be responsible for 8 (Dibrugarh, Tinsukia, Dhemaji, Lakhimpur, Sivsagar, Charideo, Sonitpur and Biswanath) districts of Assam state

PO would be responsible for

  • Coordination with District Health Administration of all the assigned districts
  • Ensure completion of the Project activities in the districts on time
  • Revisit mapping, assessment and identify private health facilities providing and engagement of all private health facilities in the districts
  • Facilitate reporting of all engaged private health facilities in PULSE and SIMS
  • Facilitate roll out of periphery level testing (Sub-centre/VHND)
  • Facilitate Health Camps (only North East)
  • Facilitate regular and timely reporting of SAICTC, FICTC, Subcentre and VHND
  • Mapping of all Family Planning Centres and support FLW to link PPW with the same
  • Orientation of selected school going adolescents on PPTCT
  • Orientation of RRE, Adolescent Health Counsellor and other important district stakeholders on HIV and PPTCT
  • Facilitate formation, orientation and ensure quarterly District EMTCT Shakti Committees
  • Supporting Districts in EMTC gap assessment
  • Support formation of PPW support groups, orientation and make them functional as helping hands of FLW
  • Ensuring timely program reporting of the district(s)
  • Supportive and hand holding support to FLWs to ensure PPTCT cascade to the PPWs registered in the project

Educational qualifications and skill required for the position:
The ideal candidates must be post graduates in social work / social sciences/ management with an experience of at least 3-4 years in HIV/AIDS counselling, prevention, care, support, treatment services and mentoring.

Basic Requirements:

Graduate/Master degree or higher qualification in Social Work/ MA in Social Sciences with an experience of at least 3-4 years in HIV/AIDS counselling, care support & treatment is required.

 

NOTES: 1) The candidate living with HIV and affected by HIV/AIDS would be given the preference if S/he will fulfil the criteria as per JD for specific position.

2) The candidate for each position should be familiar with one of the regional languages of North east.
