NCPI+ (National Coalition of People living with HIV in India)

NCPI + is a national body of People Living with HIV (PLHIV), affected individuals and organizations with the vast range of experience and expertise from grass root to policy level. NCPI+ is based on the principle that, this long experience and expertise must contribute constructively and meaningfully in the policy and programme decisions to bring positive change in country.

NCPI+ works with the aim to increase active, transparent, and constructive participation of PLHIV and health activist to strengthen care, support and treatment response of the country and improve the quality of life of individuals and families to control HIV.

Under the third phase of the new funding model of Global Fund for HIV, TB and Malaria (GFATM)- April 2021 to March 2024, NCPI+ as SR partner of SAATHI is supporting India’s progress towards 95-95-95 through:-

1. Svetana- Elimination of Mother to Child Transmission of HIV
2. Subhiksha+ ( Prison Project) Interventions among Incarcerated Populations
3. BTHE:  Blended Training for HIV Elimination

Svetana Project (phase-III) is a PPTCT (Prevention of Parent to Child Transmission) programme

PPTCT  program aims to bridge the gap in HIV counselling and testing of pregnant women and gap in identification of the Positive Pregnant Women (PPW) and linking them to treatment. Project Svetana in phase III is being implemented in 428 Districts across 24 States/UTs in coordination with National AIDS Control Organization (NACO) and respective state AIDS Control Societies (SACS). NCPI+ is Sub-Recipient to SAATHII and is implementing the Svetana programme in 2 states (Panjab, Himachal Pradesh and 3 Union Territories (Chandigarh, Jammu & Kashmir and Ladakh).

GOAL:

  • Increase the HIV testing of pregnant women
  • Ensure ART initiation and continuation among all identified HIV+ pregnant and lactating women
  • Increase testing of spouses and partners of HIV+ pregnant and lactating women
  • Increase early infant diagnosis among HIV exposed infants at two months

 

In Phase III, the Śvetana program will work towards the sustainability of EMTCT by ensuring integration of EMTCT / PPTCT service provision into the general health system, bring sustainability of private sector engagement; address the gaps in PPTCT prong 2 to bring reduction in unintended pregnancies among positive women, pilot strategies for PPTCT prong 1 for primary prevention to reduce new infections and support the national program to build the evidence and documentation for validating the country’s EMTCT goals.

Subhiksha+
GOAL: To support the national program to reach the 95-95-95 fast track targets of ending AIDS among inmates in prisoner and Other Close Settings.
Objective 1: Accelerate HIV testing from 24% to 70% among 2.9 million* (approximately) incarcerated individuals in 37 states and union territories over the period 2021- 2024. *Baseline from Prison Statistics 2019
Objective 2: To increase linkages of incarcerated individuals detected HIV+ to care and treatment services from a current proportion of 79% to 100% in 37 states and union territories over the period 2021- 2024. (*Baseline from Prison Statistics 2019)

Blended Training for Elimination of HIV
GOAL:“To contribute to the national goal of Ending AIDS by 2030 and fast track targets of 95-95-95 by building the capacity of the HIV care providers from public health and NGO/CBO sector on quality HIV prevention, testing, care and treatment services in a sustainable manner.”

Objective 1: Improve the knowledge and skills for provision of quality  HIV services among public sector health care providers responsible for HIV/STI testing and treatment services including cadres trained in current phase and new cadres of Pharmacist, Data manager, Care coordinators and Counsellors

Objective 2: Improve the knowledge and skill of targeted intervention (TI) service providers in an innovative and sustainable manner through training institutions across the country

Inviting application for the post of:
State Program Specialist, (01 position), Position will be based in Chandigarh and person shall be responsible for 2 states and 3 UTs of Global Fund Project – “Svetana EMTCT-III.”

Your major job responsibilities would include but are not limited to the following:
Main Function:
Program Planning and Implementation:
•Responsible for program implementation in line with Logical Framework Approach (LFA) at the state level and achievement of the region-specific outputs and outcomes primarily for the component on EMTCT of HIV and syphilis among pregnant women.
•Review and develop state specific LFA, annual work plans in consultation with SACS, for the EMTCT component and provide support in developing plans for the prison and clinical training components.
•Recruitment, selection, appointment, and induction of state teams with the involvement of State Director and PMU.

B.Advocacy and Coordination:
•Support the State Director to ensure state and district level networking with all key stakeholders in government.
•Coordination and advocacy with SACS, NHM, government officials, partner NGOs, Networks, Professional Medical Associations and other stakeholders at the state and district level for smooth implementation of the program. Also, responsible for formation of state and district oversight committees and organize their regular review meetings.
•Coordinate with Regional Training Manager and State Prison Coordinator for supporting the program

C.Capacity Building and Knowledge Management
•Ensure ongoing capacity building of project staff working in all the components of the program for efficient implementation. Conduct regular monthly, quarterly and annual planning and reviews meetings and monitor the project as per the plans.
•Building capacities of Program Officers/ Field Coordinators on communication, outreach, M&E, documentation and program management enabling development of next level leadership growth in the program.

D.Technical Assistance to Stakeholders:
•Provide technical assistance through supportive mentoring visits to ICTCs, FICTCs, ART, PPP, Vihaan, and other partner NGOs on PPTCT, EMTCT, and other technical guidelines of the program.
•Provide TA to DAPCU/ Dist HIV team on the management of private sector PPTCT intervention working along with the professional medical associations like FOGSI, IAP, IMA, Lab Associations, etc.
•Undertake support visits to the private hospitals to strengthen the PPTCT services and improve the quality of services provide.

E.Technical Support to Project Team:
•Review and contribute to the project system establishment (Program, MIS and Finance)
•Regular internal program monitoring and periodic evaluations including weekly reviews of Program Officers (POs)/ Field Coordinators (FCs), monthly feedback to POs and M&E Officer, and coordination with Medical Manager/consultants.
•Review the M&E analysis to jointly identify gaps in program deliverables and quality, and is responsible to translate these into program implementation and strategy.
•Review the program deliverables of Field Coordinators with the help of PO/FC.
•Monthly financial review meetings and review of QFR;

F.Development of IEC / Modules / Manuals
•Need based tools and IEC materials development;
•Development of fliers, guidelines and checklists in local language for the use of FCs

G.Reporting and Documentation:
•Ensure timely reporting from state/s managed, and consolidate report submission to PR, NHM, SACS.
•Ensure accurate and timely donor reporting (preparation and finalization of annual, quarterly and monthly technical reports).
•Keep track and ensure compliance of project related documentation,

H.Other Supports
•Represent for all the three program components in various government forums, professional medical association meetings, and other primary stakeholders and share updates as per the need.
•Provide the necessary support to the other two components of the program prevention of HIV, TB, HCV and other infectious diseases and linkage to services among the prison inmates and their families and capacity building of the health care professionals on the updated technical guidelines, strategies and programmatic approaches.

QUALIFICATIONS, EXPERIENCE AND SKILL-SET
•Master’s Degree in public health, social work, sociology, or psychology with a minimum of seven years of work experience . Experienced and knowledgeable candidates from the community (PLHIV/KP) are also eligible to apply and will be considered.
•Passion for reducing infant and maternal mortality and elimination of HIV infections among all risk groups.
•Prior experience in managing large public health programs at state level through rigorous planning, review, and monitoring
•Proven track record of timely and accurate submission of monthly, quarterly and annual reports
•Prior experience in partner management
•Prior experience in working with national and state governments
•Proven track record of being a successful mentor
•Prior experience in budget preparation and analysis
•Ability to work independently with minimal supervision
•Ability to manage a large team of diverse and experienced team members
•Excellent oral and written communication in English and the regional language is preferred
•Willing to travel extensively across states (12-15 days/month)
