NCPI + is a national body of People Living with HIV (PLHIV), affected individuals and organisations with the vast range of experience and expertise from grass root to policy level. NCPI+ is based on the principle that, this long experience and expertise must contribute constructively and meaningfully in the policy and programme decisions to bring positive change in country. NCPI+ works with the aim to increase active, transparent and constructive participation of PLHIV and health activist to strengthen care, support and treatment response of the country and improve the quality of life of individuals and families to control HIV.
Prison Intervention Program (2024-2027)

About the Prison Intervention: To reduce new infections among incarcerated populations, the project will employ a variety of approaches for comprehensive prevention education on sexual health, HIV, TB, STI, syphilis, and Viral hepatitis (VH), their routes of transmission, harm reduction and other prevention methods, and mental health issues. These strategies will be tailored to specific population groups, with an emphasis on early screening and treatment initiation.
The interventions will use different strategies for disease prevention and screening based on (i) inmate load, (ii) HIV positivity rates, and (iii) the availability of functional testing facilities and health care providers inside those prisons and other closed settings (P&OCS). The project will provide the comprehensive services in accordance with international (UNODC, WHO) and national (HIV/AIDS Act of 2017, Technical Guidelines) protocols to protect the rights and improve health access of incarcerated populations.
NCPI+ seeks candidate under Prison Intervention program for below mentioned position:

Base Station will be for Punjab(Chandigarh) and Panchkula (Haryana)
The State Project Manager (SPM) P&OCS will be based at the SACS office or SR office and report to the Senior Manager (SM) and the nodal person of the respective SACS office(s). The SPM P&OCS will be responsible for
1. Supporting the SM in the oversight of the grant at the SR level for the Prison and Other Closed Settings (P&OCS), Community Systems Strengthening (CSS), and Red Ribbon Bus (RRB) components.
2. Ensure timely recruitment of the district prison staff
3. Support the Project Coordinators (PC) in preparing annual, quarterly and monthly plans
4. Ensure the PC are able to implement the project as per the program’s logical framework, and SOP and are able to achieve the region-specific outputs and outcomes of P&OCS, CSS, and RRB components
5. Guide the PCs on implementation strategies, and regularly conduct data driven review meetings to track program progress
6. Facilitate signing the MoUs between SACS and the prison department / WCD / SJE.
7. Coordinate with SACS, STO, and NVHCP, to ensure HIV, STI, and TB testing and treatment services for prisons and OCS inmates and ensure uninterrupted supply of testing kits and other consumables.
8. Coordinate with relevant authorities towards establishing F-ICTC, LAC, and S-OST (as per requirement) inside prisons.
9. Coordinate with the SJE / WCD departments and prisons to establish Drug de-addiction Centres inside prisons with large numbers of drug-dependent inmates.
10. Work in close coordination with the Principal Recipient (PR) team members and ensure adherence to program, organisational, and donor compliances
11. Coordinate and advocate with various stakeholders at the state and district levels (SACS, NHM, other government departments, partner CBO/NGOs, networks). Manage stakeholders through continuous interaction with the leadership of SACS, NHM, Prison department, and other government departments
12. Provide mentoring and monitoring support to the PCs through Supportive Monitoring Visits (SMV)
13. Visit various P&OCS to review the quality of services provided to the beneficiaries.
14. Development of need-based tools and IEC materials
15. Set up State Oversight Committee (SOC), District Oversight Committee (DOC) and District Community Resource Groups (D-CRG) and ensure their regular meetings at the state and district levels
16. Support in the formation of State Level Networks for various Key Populations (MSM, TG, and FSW) in coordination with SACS
17. Ensure the training of Community Champions (CC), and support Community Champions in conducting Community Led Monitoring (CLM)
18. Develop and finalize high-quality programmatic, and financial reports and ensure timely submission from state(s) to SACS, State TB officer, DISHA, DTO, and PR
19. Represent the programme at the state level and, where needed, at national level forums.

QUALIFICATIONS, EXPERIENCE AND SKILL-SET
1. Post Graduate in social work / social science / management with 5 years of experience of working on HIV projects. Experience of working on prison interventions / TB projects / GFATM projects or TI/LWS projects will be an added advantage.
2. Excellent written and oral communication skills in English and regional language of the
state.
3. Programme management and networking and advocacy skills
4. Sound computer skills, including use of internet and MS office TM software
5. Willing to travel extensively using public transport services
6. Ability to work with minimum supervision and meeting timelines
7. Ability to work as a team player in a complex, multicultural environment
8. This position requires a minimum of 12-15 days travel in a month to the districts and
blocks with the designated state and outside, as per needs.
