NCPI+ (National Coalition of People living with HIV in India)
NCPI + is a national body of People Living with HIV (PLHIV), affected individuals and organisations with the vast range of experience and expertise from grass root to policy level. NCPI+ is based on the principle that, this long experience and expertise must contribute constructively and meaningfully in the policy and programme decisions to bring positive change in country. NCPI+ works with the aim to increase active, transparent and constructive participation of PLHIV and health activist to strengthen care, support and treatment response of the country and improve the quality of life of individuals and families to control HIV.
Care and Support Centre 2.0 Program (2024-2027)
About Care and Support Centre (2.0): The national program proposes transforming the current CSC to improve care and support services for priority PLHIV subgroups, as well as incorporating the EVTHS care cascade in accordance with NACO’s revised strategy for meeting the second and third 95 UNAIDS fast-track targets. To strengthen care and support services, the project will work with both public and private ART centres to provide tailored care to the following priority PLHIV subgroups (including but not limited to): (a) Newly identified PLHIV initiated on ART; (b) ICTC linkage loss cases; (c)PLHIV Missed ART Treatment and are Lost to Follow up cases; (d) PLHIV with more than 1000 copies/mL viral load and less than 200 cells/mm3 CD4 count;(e) PLHIV newly initiated on second-line or third-line ART;(f) Co-infected individuals (NCD); (g) HIV+ Pregnant and Lactating Women; (h) HIV Exposed Infants (HEI); (i) Discordant couples and index cases; (j) HIV+ high-risk groups and incarcerated population; (k)Co-infected individuals (TB).
NCPI+ seeks candidate under CSC 2.0 program for below mentioned position:
1. M&E and Training Officer (METO – CSC 2.0)
(2 positions to be based in Chandigarh for Punjab state and Haryana state)
The M&E and Training Officer (METO) will report to the SPM-CSC. On an average one METO will be catering to around 7 SSRs. The METO will have the following responsibilities:
1. Support the SPM-CSC in oversight of the grant CSC 2.0 component
2. Support the SPM-CSC in the timely selection and on-boarding of the SSRs
3. Ensure timely recruitment of the SSR staff
4. Support the SPM-CSC in preparing annual, quarterly and monthly plans
5. Ensure the SSRs are able to implement the project as per the program’s logical framework, and SOP, and are able to achieve the region-specific outputs and outcomes of CSC 2.0
6. Guide the SSR teams on implementation strategies, and regularly conduct data driven review meetings (SSR Quarterly Review Meetings – Cluster Wise) to track program progress
7. Ensure the uniform implementation of M&E systems across all the SSRs and conduct frequent data quality audits at the district level
8. Build the capacity of SSR staff on data management (recording, validation, triangulation, and reporting), and data quality assurance
9. Ensure that the SSRs are able to properly use the project’s MIS systems, and data recording and reporting tools and formats
10. Conduct regular Supporting Monitoring Visits (SMV) and RDQA visits to the SSRs on monthly basis
11. Visit the sites to provide technical support to program and site staff to improve program and data quality
12. Coordinate with DAPCU/ DISHA/SACS – M&E / other officials for timely data reporting, verification, validation, and triangulation
13. Coordinate with ARTC for data triangulation and data cleaning
14. Ensure that the SSRs are able to prepare high-quality programmatic reports and submit to SACS, NHM, and SR
QUALIFICATIONS, EXPERIENCE, AND SKILL-SET
● The candidate must possess graduate/post-graduation degree or higher qualification in Social Work, Sociology, Anthropology, Public Health, Statistics, and population studies (Demography) with experience in M&E domain or public health programs. Experienced and knowledgeable candidates from the community (PLHIV/KP) are also eligible to apply and will be considered.
● A minimum of 3 to 5 years of experience in program monitoring and evaluation in the health or development sectors
● Experience working in HIV prevention, care, support, and treatment programs in the GFATM program is an added value.
● Excellent and advanced skills in MS Office, especially Excel and PowerPoint
● Working experience and knowledge required on analytical and data collection and processing software packages (like Access, Power BI, and SPSS) will be an added advantage.
● Skills strongly required in the development of a basic MIS system include data processing, data analytical skills, and constructive feedback mechanisms.
● Excellent written and verbal communication in English and the regional language of the state where working is preferred.
● Strong commitment to work in the areas of HIV/AIDS and sexual and reproductive health and rights.
● Ability to work independently and as a team player in a complex, multicultural environment, with demonstrated leadership, communication, networking, and presentation capabilities.
● Willingness to travel extensively (12-15 days a month) in the assigned state.
