NCPI+ (National Coalition of People living with HIV in India)

NCPI + is a national body of People Living with HIV (PLHIV), affected individuals and organisations with the vast range of experience and expertise from grass root to policy level. NCPI+ is based on the principle that, this long experience and expertise must contribute constructively and meaningfully in the policy and programme decisions to bring positive change in country. NCPI+ works with the aim to increase active, transparent and constructive participation of PLHIV and health activist to strengthen care, support and treatment response of the country and improve the quality of life of individuals and families to control HIV.

Svetana Phase III: April 2021-March 2024

Svetana Project (phase-III) is a PPTCT (Prevention of Parent to Child Transmission) programme supported by GFATM and the Principle Recipient is SAATHII. Project Svetana in phase III will be implemented in 428 Districts across 24 States/UTs in coordination with National AIDS Control Organization (NACO) and respective state AIDS Control Societies (SACS).  NCPI+ is Sub-Recipient to SAATHII and is implementing the Svetana programme in 2 states (Panjab, Himachal Pradesh and 3 Union Territories (Chandigarh, Jammu & Kashmir and Ladakh).

Subhiksha+

GOAL: To support the national program to reach the 95-95-95 fast track targets, of ending AIDS among inmates in prisoner and Other Close Settings.

Objective 1: Accelerate HIV testing from 24% to 70% among 2.9 million* (approximately) incarcerated individuals in 37 states and union territories over the period 2021- 2024. *Baseline from Prison Statistics 2019

Objective 2: To increase linkages of incarcerated individuals detected HIV+ to care and treatment services from a current proportion of 79% to 100% in 37 states and union territories over the period 2021- 2024. (*Baseline from Prison Statistics 2019)

The goal of the proposed project Blended Clinical Training is:

“To contribute to the national goal of Ending AIDS by 2030 and fast track targets of 95-95-95 by building the capacity of the HIV care providers from public health and NGO/CBO sector on quality HIV prevention, testing, care and treatment services in a sustainable manner.”

Inviting application for the post of:

Administration and Finance Officer, (01 position), Position will be based in Chandigarh and person shall be responsible for 4 states of Global Fund Project – “Svetana, BTHE and Subhiskha+.”

Your major job responsibilities would include but are not limited to the following:

Main Function:

 Administration and Finance Officer (AFO) will be primarily responsible for the day-to-day accounting work and financial management (including payments processing) of the respective SU/SR. S/he will adhere to GFATM, as well as organisational level financial and administrative policies and procedures, and will prove administrative and HR related support to the state team.

Roles and responsibilities:

  • Responsible for managing the finance, HR and administrative aspect of the Sub Recipient Partner / State Unit
  • Ensure adherence to organization and GFATM policies and procedures
  • Maintenance of books of accounts and related documentation on an ongoing basis
  • Timely payment processing and ensuring accuracy and necessary documentation
  • Ensure all statutory, donor and organizational compliances are adhered to with regards to sound financial management
  • Timely and accurate preparation and submission of all periodic financial reports, MIS and forecasts as per donor and organizational requirements
  • Planning for monthly / quarterly / yearly fund flow
  • Safekeeping and proper filing of all finance HR and admin related documents
  • Logistic support including supervision for travel of staff for implementation of project activities, as well as attending meetings and, work shops
  • Preparation of HR documents, and maintenance of  staff HR files
  • Managing all procurements and ensuring adherence to organizational and donor policies
  • Assets management, which includes ensuring assets safekeeping (including insurance coverage) and maintaining / updating Fixed Assets and Inventory Registers
  • Maintaining stock and assets register and updating timely.
  • Travel to project implementation locations and other places based on the requirements
  • Managing various donor and statutory audits and donor visits
  • Provide necessary logistics support during donor and stakeholder visits
  • Ensure effective and optimum utilization of the funds and budgets (value for money)
  • Oversee office administration and ensure smooth administrative functioning
  • Maintenance of various administrative registers and files
  • Supervision of the activities of Training and Logistics Officer (TLO) and Administration Assistant (AA)
  • Provide logistics support for various meetings, trainings and travel undertaken by core team members, field based staff and other stakeholders
  • Follow procedures pertaining to logistics assistance and ensure required documentation
  • Perform other duties as required by the project / organization
  • Upload all soft copies of the documents in drop box from time to time. 

QUALIFICATIONS, EXPERIENCE AND SKILL-SET 

  • B-com, M-com and experience in public health, social work with minimum of 2 to 3 years of work experience
  • Proven track record of timely and accurate submission of monthly, quarterly and annual reports
  • Work experience in tally ERP
  • Prior experience in partner management
  • Prior experience in budget preparation and analysis
  • Ability to work independently with minimal supervision
  • Ability to manage a large team of diverse and experienced team members
  • Willing to travel extensively across states.

Remuneration is Rs.3.57 lacs gross per annum and TA DA extra.
