National Coalition of People Living with HIV in India (NCPI +) is a national network of People Living with HIV (PLHIV), affected individuals and organisations with the vast range of experience and expertise from grass root to policy level. NCPI+ is based on the principle that, this long experience and expertise must contribute constructively and meaningfully in the policy and programme decisions to bring positive change in country. NCPI+ works with the aim to increase active, transparent and constructive participation of PLHIV and health activist to strengthen care, support and treatment response of the country and improve the quality of life of individuals and families to control HIV.

VIHAAN

NCPI+ has been selected as a SR for the Global Fund project named ‘VIHAAN’, a Sanskrit word mean ‘dawn’s first light.’ This programme is being implemented with a key objective to improve the survival and quality of life of PLHIV by establishing 71 Care & Support Centres (CSCs) in 11 States of India to improve treatment outcomes and meet the needs of PLHIV, including those who are members of high-risk groups, women and children.

Job description:  Programme Manager:

 Responsible for overall management including programme implementation overview, administration and finance management of Vihaan Programme in the state/region

The Programme Manager will be primarily responsible for the programmatic implementation of the Vihaan programme with the goal to improve the survival and quality of life of People Living with HIV (PLHIV) through the established CSCs in Multiple.

The Programme Manager will thus be responsible for managing and providing programmatic, technical and organisational development guidance and support within NCPI+ as the sub-recipient and to programme implementing partners; supporting and managing programme development and capacity building; promoting innovation and documentation of good practice in CSCs managed by sub-sub-recipient (SSR) partners; and, actively representing and contributing to planning and policy work on behalf of Vihaan programme in the state/region.

   The Programme Manager will be responsible for the results of his/her team, supporting senior management in ensuring the overall welfare and success of Vihaan programme, managing various working groups, and participating actively in the management meetings. S/he will also be responsible for coordinating with the team working on Vihaan programme, including providing inputs for recruitment, appraisal and personal development support.  

 

Key Responsibilities:  Programme Manager:   

 

  • Strategic planning for the implementation of the programme.
  • Capacity building of staff and team planning.
  • Differentiated technical support to CSCs.
  • Identify needs and develop capacity building plans of SSRs relating to key deliverables under Vihaan programme
  • Technical support to CSCs which are in the same district and nearby districts.
  • Smooth coordination with SACS, partners implementing in the state/s to build and enhance synergies between programme
  • Ensure SOC, SSR review and reorientation of the SSRs and any other state level events are conducted
  • Coordinate with State Coordinators for private sector engagement and technical support to ART centres to ensure linkage between CSCs and private providers and strengthen CSC and ART linkages of the prioritized ART centres
  • Coordinate for the CSS activities are carried out at CSC level
  • Monitor and supervise the performance of all SR staff
  • Represent Vihaan programme in relevant paltforms and enhance visibilities.
 Required Skills/ Exp:   

 

Master’s degree in social sciences, health or development field (or equivalent).
At least 3 to 5 years of relevant project management experience in the health or development sectors, including at least 3 years’ middle management experience. The criteria for selection will be relaxed for members from PLHIV or key population group with relevant experience and caliber. Final decision lies with the interview panel.
At least 2 years’ experience working in HIV Care Support Programmes, including experience working with PLHIV and networks
Demonstrated knowledge and understanding of donor environment, donor relations and donor M&E and reporting systems.
Experience of working with Government department and stakeholders from Govt. institutions is desirable

Excellent analytical, writing and verbal communication skills

Excellent skills in using MS office

Experience of working with multiple stakeholders in civil society and the government at different levels.
Experience of providing technical support to and capacity building of organizations, especially those working at the community or grassroots level.
Ability and willingness to undertake extensive travel within 5 states

Strong commitment to HIV/AIDS and sexual and reproductive health and rights

Fluent in English, Hindi, for respective states
