NCPI+ works with the aim to increase active, transparent and constructive participation of PLHIV and health activist to strengthen care, support and treatment response of the country and improve the quality of life of individuals and families to control HIV.

Inviting application for the post of

Monitoring & Evaluation Officer (MEO) to be based at our Guwahati office, and responsible for the state of Meghalaya and Mizoram for Global Fund Project “AHANA” for the period May to August 2024.

Job Description:

Monitoring & Evaluation Officer:  NCPI+ seeks M&E Officer for a proposed GFATM-supported Project AHANA, an initiative in Public and Private sector programs for Prevention of Parent to Child Transmission (PPTCT). Project AHANA is being implemented in coordination with National AIDS Control Organization (NACO), National Health Mission (NHM) and respective State AIDS Control Societies (SACS).

Location and Duration: Guwahati, Assam and responsible for the 2 states of Meghalaya & Mizoram. The duration will be for the period May to August 2023 (4 months).

 

Summary: Project Ahana – Phase III is being implemented in 08 states of the Northeast to ensure Elimination of Mother to Child Transmission of HIV in India. M&E Officer at SR level will understand, agree and work under the scope of ‘Ahana-III Project M&E Plan’, coordinate with other components of the project and collaborate with the state level stakeholders towards effective documentation, monitoring and reporting. S/he is responsible for providing technical advice and support on the issues of M&E to the project staffs at different levels as well as to the stakeholders at the different service delivery points towards improving documentation quality and reporting compliances. The M&E Officer-SR will develop and submit monthly workplan (including visit plan) to PR M&E coordinator responsible for the state.

 

Summary KEY Job Responsibilities under the overall Project M&E Plan:

Indicator Definition and measure:

  • Understand, agree and abide by the Project M&E Plan to implement the M&E processes uniformly across all project districts.
  • Ensure implementation of M & E tools and platforms, and provide M & E specific technical training, mentoring, and coaching to district and state level staff in the respective district/State.

Capacity Building:

  • Develop capacity on M&E, documentation and reporting across the project team, program officials in the districts covered under the project and ensure the roll out of project monitoring plan (PMP) in the project implementation district/states.
  • Support & mentor responsible staff in building capacity of public and private stakeholders for reporting
  • Provide capacity building to project staffs on project MIS (both online and offline)

MIS & Routine Data Collection:

  • M&E Officer will support and assist in strengthening the online and offline reporting mechanisms of State/National and Ahana project
  • Implement monitoring and evaluation and systematic data collection, documentation and analysis systems to ensure that program interventions are effective.
  • Be the focal person for handling and implementing tablet based client MIS and reporting mechanism

 Reporting & Complacence:

  • Ensure that reports from districts are received on time, provided feedback on them and contribute in their final compilation for submission to the PR.
  • M&E officer will ensure and support PM-SR on timely generating and submission of Monthly and Quarterly report for submission to the PR.
  • Support program and staff to use data to make informed and timely decisions related to program implementation.
  • Verify, validate and prepare the district report for meeting donor compliance on Data Quality Assurance.

Mechanisms and Supportive supervision:

  • Carry out Data Quality Assurance Visits and need based technical support visit to check and verify the data quality and project quality as per project guideline and update PR M&E coordinator on real time basis through mobile application based ‘DQA Tracker Tool’.
  • M&E officer would make 9 travels in a quarter timeframe covering 2-3 districts in each visit, thus covering 18-27 districts in each quarter (applicable for May and June 2024).
  • M&E officer would make 4 travels covering 2-3 districts in each visit, thus covering 8-12 districts during the period July to August 2024.
  • M&E officers would carry out 6 VDQAs ((Virtual Data Quality Audit) covering 6 districts each quarter (Primarily for the C Category districts).

Data Analysis and use:

  • Analyse the data on monthly and quarterly basis and use of high quality data for decision making at all levels of the project.
  • Carry out district gap analysis to identify EMTCT status and update PR- M&E coordinator through
  • Monitor & carry out regular surveillance and update PR M&E coordinator through Emergency Report System (ERS) channel in the case of any emergency matter.

M&E Coordination:

  • M&E officer to ensure close coordination with HMIS division at NHM and M&E division at SACS to ensure for better quality data and reporting.
  • Work with programme team to effectively carry out regular review meetings with the field staffs
  • Respond to the M&E related requirements/ deliverables raised by the PR-M&E coordinator. M&E Officer – SR will report to Project Manager – SR. M&E officer-SR will work in close coordination with M&E Coordinator – PR

Basic Requirements:

  • Post graduates/Graduate or higher degree in Public Health, Social Sciences, Economics, Statistics or other relevant discipline.
  • Minimum three to five years working experience on monitoring, evaluation and research in the public health and HIV fields with progressively increasing responsibility.
  • Demonstrated expertise in designing and implementing rigorous quantitative and qualitative research, rapid appraisals, and methods for data analysis
  • Hands-on practical experience setting up and managing MER systems for health programs in States, and the ability to coach and train others in their use
  • Knowledge of M&E issues and indicator development for HIV prevention and service delivery strengthening related to HIV/AIDS
  • Familiar with Global Fund indicators and reporting requirements
  • Excellent, reporting writing, analytical and oral presentation skills
  • Experience in knowledge management and dissemination of research findings
  • Demonstrated experience in supervising, managing and developing staff

 

Remuneration: 40 k per month

1) The candidate living with HIV and affected by HIV/AIDS would be given the preference if S/he will fulfil the criteria as per JD for specific position.

2) The candidate for the position should be familiar with one of the regional languages of North east.
