National Coalition of People Living With HIV is India (NCPI +) is a national network of People Living with HIV (PLHIV), affected individuals and organisations with the vast range of experience and expertise from grass root to policy level. NCPI+ is based on the principle that, this long experience and expertise must contribute constructively and meaningfully in the policy and programme decisions to bring positive change in country. NCPI+ works with the aim to increase active, transparent and constructive participation of PLHIV and health activist to strengthen care, support and treatment response of the country and improve the quality of life of individuals and families to control HIV.

Inviting application for the post of 2 Advocacy Officer.

Advocacy Officer of Madhya Pradesh and Karnataka State responsible All over State based in Bhopal and Bangalore

Position Summary:
The position requires program implementation experience and technical knowledge on HIV intervention and taking services to the last miles through Strengthening Social Protection Pathways, CBO formation and strengthening, Strengthening HIV testing and STI treatment pathways, with a minimum of 2-3 years of relevant working experience.

Advocacy Officer would be responsible for

  • Under the supervision of the Programme Manager/Regional Coordinator, lead the strategising, planning and co-ordination to build and successfully implement advocacy initiatives under the Program.
  • In coordination with the line manager, develop strategies to ensure information and initiatives
  • In coordination with programme manager and program staff, identify key areas for advocacy and development of advocacy work plan
  • Manage the system for strengthening the linkages with the Government and non-Government departments at district level
  • Manage and strengthen the system for follow up the advocacy implementation practices at grass root level and document the challenges in implementation of the result of advocacy practices
  • Undertake the responsibilities to ensure the document to key issues related basic rights and legal rights of high-risk group people
  • Develop, document and disseminate good advocacy practices
  • Participate in relevant programme activities at district level to inform and guide cross district learnings development and best practices in advocacy
  • Identified the gaps and challenges in mobilization of local resources and undertake the responsibilities to develop the plan of action for resource mobilization
  • Develop the state specific advocacy plan as per key issues of PLHIV and KP group
  • In consultation with the Programme Manager, formation of different forums eg; positive speakers, community leaders, representatives from high risk groups (MSM/ TG, FSW & IDU) etc. and youth
  • Prepare and maintain a resource directory at district level
  • Strengthening existing PLHIV CBO’s and provide technical support, hand holding and capacity building of State and District PLHIV CBO’s
  • Travel to selected site locations and monitor activities
  • Timely correspondence with line manager
  • Any other tasks assigned by the line manager.

Educational qualifications and skill required for the position:

  • Degree in social sciences, health or development field (or equivalent) with at least 2+ years of relevant project management experience in the health or development sectors. The criteria for selection will be relaxed for members from PLHIV or key population group with relevant experience and calibre and final decision lies with the interview panel
  • Experience of undertaking advocacy and networking with Govt. and other institutions at district levels
  • Strong analytical skills, facilitation skills to undertake evidence based advocacy
  • Strong analytical skills, and the ability to synthesise complex concepts and to communicate them effectively
  • Excellent writing and verbal communication skills and facilitation skills
  • Strong commitment to HIV/AIDS and Act 2017, PLHIV and sexual and reproductive health and rights.
  • Excellent analytical, writing and verbal communication skills and excellent skill in using MS office

Experience of working with multiple stakeholders in civil society and the government at different levels.

Remuneration: 3 to 3.6 lakh per annum

NOTES:

1) The candidate living with HIV and affected by HIV/AIDS would be given the preference if S/he will fulfil the criteria as per JD for specific position.

2) The candidate for each position should be familiar with one of the regional languages of State.
